Individuals, organizing teams, churches, nonprofits, NGOs, coalitions, and qualified institutions may apply to establish a local P.R.I.M.E. Initiative charter. The Seattle/Tacoma Headquarters/Home Office provides online training, mentorship, standards, and controlled activation through the secure portal.

Who may apply

A prospective sponsor may be an individual organizing team, church, nonprofit or NGO, community coalition, educational institution, or another qualified organization with lawful standing, responsible leadership, local capacity, and alignment with P.R.I.M.E. safeguards.

Charter pathway

The controlled pathway is interest, fit review, organizational due diligence, leadership covenant, training, local resource mapping, safeguarding readiness, fictitious-case tabletop test, mentored pilot, Home Office authorization, and annual renewal.

Home Office support

Seattle/Tacoma provides a secure training curriculum, designated mentor, implementation standards, approved forms, brand and public-representation rules, technology access, quality review, incident and grievance routing, and continuing consultation.

Local charter responsibility

Each charter remains responsible for lawful local operations, trained personnel, insurance, safeguarding, civil-rights compliance, minimum-necessary records, reliable partnerships, honest reporting, and immediate escalation to Home Office when a legal, privacy, safety, or authority trigger appears.

Authorization and renewal

A charter begins with a limited written scope and controlled pilot. Authorization may be conditioned, suspended, or withdrawn. Renewal requires training currency, access review, file and safeguarding audit, outcome integrity, and correction of material findings.
